I know this a dumb question but how do you jump low and fall with that down air? When I do it I just do a down air but continue to rise up.

its called a short hop. Push your jump button slightly and use the c-stick to follow into a dair (down air)
This Marth knows how to control his movement very well, I was very impressed.
