@colinfirthfan i don't know, but once i watched a korean drama and it also features similar "secret book" that is only handed over from a leader to a leader.

i think that kind of book may be exist.. also take note that there is a tradition in which a US president leaves a letter (message) on the resolute desk to be read by the succeeding president
