Both. Giuliani will say ANYTHING in order to become president. What you left off your list (beyond the commander-in-chief comment, the hardest working 9/11 recovery worker, & the "intensive" interrogator of mobsters) was the specious statistics (lies) he recently told about the healthcare in other countries. Him referring to himself as America's Mayor exemplifies how he stretches the truth to feed his megalomania.
Frankly, if he DID use "intensive interrogation" on mobsters, I think they have grounds for their convictions to be appealed and overturned. Since they obviously have access to lawyers and none have been challenged on these grounds, it shows Giuliani is just lying about one more thing on his resume.
All those things and leading GOP candidate. He will declare war and then he will be "fearless leader". He is a very tough guy and he will have his minions gun you down if you are not on board.
