i think the reason leo is the focus of a lot of major episodes is because he is the most complex character.In the beginging he is care free and happy, being the perfect child.Then they started to fight crime, and he learned wat failur felt like.Then after the shredder thing you can visbly see him getting darker, sadder.He just wants his family to be safe and looked after.Then after the huge fight with shredder were they all almost get killed he just can't handle the fact he let down hislovedones

He has a ton of MAJOR character development throughout all 7 seasons and stars in a lot of major episodes.He is just a guy who can't handle failure but little by little, is learning to cope.
