That "other European country" is actually Denmark. You can see the letters FKF - it stands for "Forsvarets Krigsmaterial Forvaltning", Roughly translated: "The Military's War Materiel Management".
The last Garands was taken out of service only about 12 years ago. The last to use them were the Royal Life Guard, whos job it is to protect the members of the royal family.

@ila6435 Original M1 Garands are still readily available and in excellent condition. They run from $500 on up, Google Civilian Marksmanship Program.
