If you read about Himmler, he was assigned by Hitler to come up with the Final Solution. This involved running the SS and overseeing all the death camps. His witnessing the suffering caused by firing squads due to people sometimes not dying from one bullet led him to implement a much more efficient and affordable method of extermination,the gas chambers. He toured the camps routinely to make sure they were killing as many people as possible. Attention to detail was his biggest asset to Hitler.
