@nickcarr251 It actually solved itself til the next day, think they released a patch that steam downloaded. I've played it for 94 hours now and have had no further issues with missing textures.
Your Skyrim copy is totally wroken man. Thats not a bug. A package got lost in the download. New Vegas NPCs had spinning heads cause of a bad download from steam, your problem looks like a corrupt game.

Is there a way to install from the disk?
Steam made me install from a download.
