(for more explanation on that check here: bulbapedia.bulbagarden . net/wiki/Literal_ghost) and the reason I put it in the place of a tear is to represent that this Marowak isn't the one who died (the mother). This is the child Cubone, which is now grown and evolved, but still morns the loss of her mother. The mean look, and charged back attack he has is because the vengeance he still holds over Team Rocket.
