In general terms big cities are more expensive.

However, this is not always true. San Sebastián (Donostia in Basque) is one of the most expensive but only has around 200,000 inhabitants.

Zamora, Ávila and Orense are amongst the cheapest cities Zamora and Ávila have less than 100,000 inhabitants, Orense probably around 100,000.

Of course there are things in big cities such as Madrid or Barcelona that you would not find in small cities.

In Madrid it doesn't rain much (less than in most european capitals) as an average less than 70 days a year. It's very hot in summer (can reach 40ºC) with almost no rain at all except for rare summer showers. The rain is usually concentrated in Automn and Spring. Winter is usually dry (not as dry as summer). It snows just a couple of days a year even if it's not too rare to have temperatures under 0ºC in winter. (Not too cold just -1ºC, -3ºC).
