Yeh u burn them on a cd and no u dont need to mod the system cuse as far as i know downloading games back them wasn't avalible back then and sega didn't think of that. You may need to put a utopia boot file on the disk as well as the game.I burned 2 games so far capcom vs snk mellenium fight 2000 and vigilantie 8 2nd offence and they play fine on the system.
