I doubt it's simple like that. IMO, there have been lots of the talent that have stepped up, but WWE refuses to invest in them. Thus, Raw, for example, is lacking in main eventers, while Smackdown, who has invested in talent like CM Punk and John Morrison, is bring something fresh for the fans.
