The government provides them with enough to eat and live, but people overseas don't have those kind of benefits. The situation in Africa is a savage one: adaptation. They never adapted or advanced far enough to get enough food to cover for their birthrate, meaning more mouthes to feed than they can provide for. It's natural selection weeding out the week and restoring balance to Africa. If you can't carry your weight, you'll eventually die there. Sometimes, you'll die anyways. Life isn't fair.
Just curious but why do none of these programs set up an agricultural system for them to run themselves? teach them how to grow vegetables and grains as well as raise livestock. The only thing they would need is water but maybe they can use some of the donation money to build wells, it would cost a lot less then feeding them constantly on a day to day basis.

The haves and the have nots we have tried to give them some of what we have but there isn't enough to go around. Now Africa for the most part is being destroyed due to medicine and modern agriculture. Hopefully aids runs it's course and the survival of the fittest will take in effect.
