It's not so much a joke as it is a reference. Someone wrote an article about community that got really popular, and in the article they used the term streets ahead(or behind, depending on what the tone of the article was. I can't remember if it was pro or anti community) and Dan Harmon decided to include it into the show.

The acting sucks, the characters are boring, the punch lines are painfully obvious, and you can predict how an entire episode will play out within the first 5 minutes because all it does is recycle the same worn out formulas we've seen a million times already.

Now I'm not saying you can't like the Big Bang Theory, its your choice, I'm only saying youre streets behind if you do.
