Yes, this song is an ANTI-drug song. Ibeliece it was made after Stevie had a car accident (in which he was the passenger), he was in a coma for a while, and it resulted in him losing his sense of smell. After the accident, he had a different outlook on life and taking drugs. Thus the lyrics:
