Everyone knew what the Chernobyl disaster meant even with government during days gov was not saying about radiation leak because it's 5th grade chemistry in SU. And our literacy rate was pretty much 100 %.
There was official workers whos duty was to do these things. They weren't forced to do what they did, it was THEIR job. They could have quit. There was a lot of volunteers
The city was evacuated as soon as the situation was clear.
