It's a transparent duct tape. Probably someone put it to prevent prank alarms (prior the destruction of the system by vandals). The panel is turned off, if you turn it on it indicates trouble!
i'd laugh if some idot found how to turn on the panel and when they did, all the zones went off and the alarmas are going off for like 10 mins while the fix everything and the fire department is yelling at them for not having a correctly functioning system

Fire drills are important; they could save someone's life someday. They're taken seriously in the US. Too bad they don't in Greece or other countries.
What state are you in? I'm in Florida, and the state requires no less than 10 fire drills per school year. If the regular alarm is out of order, the bells, sounding in a code 3 or code 5 signal, are used. The PA system is used when all else fails. Sounds like you need to contact the authorities in your area about this potential danger.

Typically there are regulations according to the size of the building and the category of the building (school, shop, restaurant etc). Most of public schools doesn't have fire alarms but privates do. Most ppl doesn't care here, so they install only anything is obligated by the laws, personally i believe the safety laws aren't strict enough.
omg lol, my house use 2 b a bed and breakfast b4 we bought it, and we have an actual workplace/school fire alarm system in the house with those screamers and flashing lights, and a smoke detector in every room, luckily we know it works, because the second week we were here, I used my smoke machine, and b4 the smoke got to that side of my room I was like sh**!
and the firemen were here within 30 seconds... XDDDD
now I dont use it anymore... its in my closet, lolz

I knew that it wouldn't go off, the fire panel is completely deactivated! There are other wings that the fire detection systems work, i won't try that there!!!

that plastic thing was a break cover. you break that and you would be able to push a button which would sound, that is if the panel was working.
