I think they should implement an automatic handicap. I imagine a "motivation system" in which big teams are less driven to play hard against small teams. This would both level the playing fields and reflect football realistically.

They also need to make defenders better at anticipating balls flicked forward automatically, since too many goals are scored by Ronaldo/Rooney/Eto'o/Torres on breakaways with no teamplay involved whatsoever.
