Do you mean per capita or total number? If you mean total number, keep in mind that whites make up almost 70% of the U.S. so you have to calculate per capita. People do this with welfare statistics & it's inaccurate. Blacks make up about 13% of the population, so if 39% of welfare recipients are black & 40% of welfare recipients are white that means that more blacks are on welfare because 39% represents 3 X the black population & 40% represents almost 30% less than the white pop.

It's not about "spinning numbers" it's about basic math. When you have a disproportionate ratio of people you have to go by per capita and not total number. There is a 5 to 1 ratio in this country between blacks and whites. If the ratio was comparable you could just go by total number, get it? Do you know how few white people would need to be on welfare to NOT outnumber blacks? Whites make up almost 70% of this country, so if they make up less than that percentage that =less. Get it?
