Thats really fricken funny and all, but i dont think he was trying to hit the pavelow because u can lock on to an area, then once locked on you can move your cross hairs off the target but the javelin will still be locked on to that area.

that javelin thing is a glitch. if it gets deflected by a pavelow or chopper (not AC130, dont know why) it will target a random enemy, but noone really notices because sometimes that person will be in a house and just hear the boom, or people just think its really unlucky.
