it kinda looks like radial blur, but i think its a custom plugin

i got it working with radial blur but i had to mess around with the values for a while, anyway it kinda looks cool, i also added a brush that is like a circle within a circle, to personalize it a bit, you can find it in the Assorted Brushes palette and also applied a radial blur filter....anyway i was wondering if you could also help me find the line he uses as the background! Im stuck withoput it!

the lines i would image the swirl picture he had, you can go to deviantart(.)com and they have alot of brushes and stuff to help you with this project

It is radial blur. Put &fmt=18 into the address bar after the link. It improves the quality. I think its in german but none the less deffo in radial blur.
