The nukes aside, South Korea has a better trained and equipped military force so they should be able to defend themselves against the DPRK. Also are those cold war era nukes still much of a threat, considring the advancement of icbm tech and anti-missile defenses. Even if they do attack japan is the most technologically advance nation in the world so they probably got something up their sleeves.
