There has always been the option to upload the subtitles as a separate file, instead of building them into the video. Just as accurate, and not any more technically challenging. I'm not psychic, but I'm guessing he wouldn't have complained if they were done properly, so they could be turned off. It's not insensitive to deaf people, because you can do subtitles without them being always on, and that is what Chris was complaining about.
