@krafol It's not a permanent display. We do have a permanent display in Brisbane at BricksnFun at Capalaba but this display at Toowoomba is just a setup for a single weekend. We do a number of shows each year like that. The full list for 2012 is available at the Brisbane Lego Train Group website
There is a Brisbane train show every year at the Exhibition Grounds on the Labour Day long weekend, so 30 April - 2 May in 2011. But if you are "into" Lego and live in or near Brisbane, why not be part of the fun? Join us at the Brisbane Lego Train Group. You don't have to be particularly interested in Lego trains (we have plenty of trains)
At the Toowoomba Show Grounds. In terms of assembly, maybe 5 hours, but much of it (buildings, trains, cars) was brought on-site pre-assembled. It's hard to judge how many hours went into building all of the pre-assembled stuff.
