You liked Lucas more than Billy? But...Lucas just prettied himself in the mirror, and had 2 focus episodes (that both had him at driving school...ugh). Billy built and fixed dozens, if not hundreds of technological thingies for the Rangers, and had a lot of character development over 4 seasons.

Also, Billy had a personality. Lucas was just a background ranger.
