I think your talking about another game:

In City of Heroes you can gain an ability called Super Jump, where you jump around 200 ft. into the air and travel forwards around 70 mph.

And there is only about 2 or 3 enemy snipers in the game and they are around level 30+

Even so, they are rare to come by -- Please make sure your talking about the right game :P
