Funny thing is, I just watched this after replaying the first Splinter Cell game, which has a mission where you indeed have to enter a Chinese restaurant and deal with 2 guards and a civilian (whom you're allowed to kill, given the political circumstances surrounding the situation at that point in the story). There were 3 corpses in the Chinese restaurant as of when I left the restaurant.
