Easy way to beat him:

Step 1: get a King Salmon from the big pond in Leisure Park.

Step 2: Go in the Food Court and go up to the scaffolding he's on.

Step 3: Hit him twice and he's dead.

(The King Salmon only lasts two hits, so only hit Carlito, nothing else)

@Yenfire i would go with level up makes the game a lot less stressful. first time i did not get up to were brad was in the front of the foodcourt, i was in the back. he was and he would most try to throw grenade at me. and try to shoot brad. Brad will give you another handgun if you don't have one or you fire all the bullets. take a ton of pp to get to level 50.

a trick is to save the two survivors right out side the saferoom on the roof over and over gives like 20,000 pp.

You gotta grab the katana in the main thing right next to the store.  Go to the food place with OJ that's up the stairs, and hop out the window onto one of the overhang things to get a free katana.
