Russia won't do what Israel tells to do, but Israel won't do anything, that isn' liked by USA government.

Basicly it all due to USA, but they can't put to much pressure on Russia, because others(like EU) won't like it, because of threat of new cold war.

Last I heard the Kyrgyz wanted the American base removed. One thing you can almost be certain of, whatever the Israelis want, the US will capitulate.
