Wrong. If properly maintained, a note struck on a piano will be in perfect tune, and tone will vary on piano quality. Therefor, a deaf man can play any scale or piece of music in perfect tone and dynamic with proper tutelage.

how ever, vocals are organic, you can't buy higher quality vocal cords. Since you don't visibly pluck a vocal cord, and you can't pay to have them tuned or tune them yourself, singing with perfect pitch and any sort of dynamic while deaf is near impossible.
