They are registred from the moment one touches the monitor, perhaps our software is not perfect which could result in this illusion. Also the gestures are all resulting in a manipulation of the map, so it's normal that there is only reaction on a movement of the fingers.
hmm... i notice it didn't register touches until a movement was made, i assume that's a hardware bug?

that makes sence, then you need a simple touch action that stops map movement, a particularly noticeable part i was referring to is around 0:16
