I think it should be illegal to wear headphones while cycling. Joggers risk their lives too when they are completely isolated from the danger signals coming from all around them. Sound is often the first warning sign of a vehicle approaching on a twisting or undulating road. Or a busy one. The sound of the engine, or tyres, can often give clues to their size, speed and driving behaviour.
@arushandapushand When I see headphone wearing cyclists (and joggers) performing extremely poorly in traffic it seems obvious to me. I miss the sounds of the countryside even when it is very windy. The birds, the distant tractor, the village school across the fields, a clock striking and the sound of rushing water. Headphones block all these wonderful, natural sounds. They remove the wearer from reality. Should we wear blinkers too? Or just stare constantly at our phones? ;-)

when i'm driving i always turn the radio off when approaching a tricky junction, merging into a fast road, parking etc - anything that needs extra concentration.
when cycling i never wear headphones, but making laws about it is nanny state.
they can be dangerous, as with the kid in this video, but the driver has made his point very well without recourse to legislation.

A good freind of mine was riding his motorbike along a major street when a cyclist shot out from a sidestreet without looking, didn't hear the horn due to his iPod. He caught up to him, turns out it was his nephew, so he explained how dangerous that was and how close he came to getting hit.
Within 2 months, the kid did the same thing again, at the same spot. Only this time it was a car coming, couldn't stop in time. Poor kid is paralysed.
If we got rid of most of the stupid cars, this would not happen.

that's a little bit draconian, especially while motorists are free to listen to anything in their cars.
how far would you like the nanny-state stuff to go?
make it illegal to go out without an umbrella when it's raining?
on the other hand you're right, you need your wits about you when cycling in busy traffic.
but on a quiet path, going slowly, why not take in some tunes?

@arushandapushand - There's no need to make it about bicycles. It should be illegal to wear headphones while operating a vehicle. That's it.
Of course there can be exceptions for two-way radios used by emergency service personnel.
