The upper body is the stalker armor from the commendation vendor on tat like they said.

Also possible for it to be cerebral armor which I bought on the GTM, but dunno how you get it yourself. I'm assuming crafted?

It's wearable at a lower level, exact same appearance, and moddable like the stalker armor.
