Yeah but the "melody" line is FLUID, just FLOATING over the 7/4. There's not a strong rhythm section pounding something out here.
At least in Hey Ya there's a clear 1-2-1-2 beat going the entire time.
The rhythm here seems to be way more jazz than anything else.
Prog rock definitely has some weird time signatures.
