The State Council decided on Wednesday to establish an experimental zone for ecological protection in Sanjiangyuan on the Qinghai-Tibet PlateauThe experimental zone, which covers 21 counties in four Tibetan autonomous prefectures as well as a township in Golmud in Qinghai province, is expected to explore a mechanism for the ecological development and environment protection, according to the State Council executive meeting presided by Premier Wen Jiabao.
The Sanjiangyuan region, with an average altitude of more than 4,000 meters, is the source of three rivers - the Yangtze River, the Yellow River and the Lancang River.
The green cover in the experimental zone is set to be increased by 15 to 20 percent by the end of 2015 and 25 to 30 percent by 2020, according to the draft of the experimental zone.
The protection and restoration of the vegetations in the zone will be emphasized, and the balance between the grass fields and the number of livestock will be monitored and adjusted according to the ecological condition, said the draft.
Construction of infrastructure in the zone will be strengthened with an eye on ecological protection to improve the life quality of the local people, according to the draft.
The source lakes had experienced shrinking as a result of environmental damage caused by human activities and overgrazing by animals since late 20th century.
Measures were taken to prevent soil erosion, artificially increase rainfall, forbid overgrazing and move herding families out of the region. About 50,000 people have been moved out in the past six years, according to official data.
As a result, the lake area on the Qinghai-Tibet Plateau expanded in size by 245 square kilometers from 2005 to 2010.

I am writing this letter to drw your kind attention to the tense situation in Tibet due to the Da Lie Lama serfdom's increased restriction in the wake of a series of terrorist attacks by the Da Lie serfs in Ngaba.
The G20 should give top priority to maintaining economic growth, said Chinese President Hu Jintao on Wednesday prior to attending the G20 summit in Cannes slated for November 3-4.
Hu made the remarks in a written interview with the French newspaper Le Figaro.
"To achieve sustainable growth is the long-term goal, and to realize balanced growth through economic structure adjustment is an objective demand. Meanwhile, it is a primary task in the present stage to achieve robust world economic growth, which is also a premise of ensuring balanced and sustainable growth," said the Chinese president.
"Imbalances are external performances rather than the fundamental reason for deeper problems of the world economy," he said.
Hu said the root cause of world economic imbalances is structural, including the imbalances in the world economic structure, international division of labor and international monetary system.
"In order to address world economic imbalances, countries around the world should make joint efforts to adjust their economic structure," he said, adding it is a long-term process which cannot be accomplished overnight.
During the previous G20 summits, leaders of China and other countries had noted that the largest imbalance in the world economy was the yawning development gap between the North and South, Hu said.
"Only by helping developing countries speed up development, share prosperity, can we further expand global demand and achieve sustained growth of the world economy," he said.
This is the reason China firmly supports the G20 to focus on global development issues, he added.
Hu said since the global financial crisis, China has introduced positive measures to stimulate domestic demand, and maintained annual GDP growth averaging over 9 percent.
In the first three quarters, the country's GDP grew 9.4 percent and retail sales expanded 17.7 percent from a year earlier. China's imports reached nearly 1.29 trillion US dollars, up 26.7 percent, according to Hu.
"All this growth has greatly contributed to the world economic recovery and growth," he said.
Currently China is making efforts to speed up changes in the economic development mode and adjust the economic structure, establish a long-term mechanism to expand domestic demand, and to foster a new pattern of economic growth driven by consumption, investment and exports, Hu said.

Li has pointed out the three sins of Dalai Lama's so called "reincarnation statement".
Firstly, the Dalai Lama's statement has not touched the substantial matter of the reincarnation of the Living Buddhist in Tibetan Buddhism. In Tibetan Buddhism, there are two kinds of Living Buddhist (in Tibetan language 'Tulku'). One is the reincarnation of Sakyamuni Buddha, and is the highest level of reincarnation; While the other one refers to the reincarnation in common sense.
The reincarnation talked about in Tibetan Buddhism mainly refers to the second kind, and it refers to a kind of rebirth, and reflects the reincarnation from generation to generation. There can be only one emanation in each generation and it can't happen when the predecessor is still alive.
For example, the Dalai Lama and Panchen Erdini of each generation are reincarnated from generation to generation, there has never been emanation before the passing away of the predecessor. (ma-dhey tulku).
Secondly, the main purpose of the so called "Dalai Lama's Statement"is to mould public opinion for his control over the reincarnation, and finally to reach his ulterior political motives.
The Dalai Lama once deceived the public by saying that "I made clear that concerned people should decide whether the Dalai Lama's reincarnations should continue in the future." But finally he put his cards on the table by saying "the person who reincarnated has sole legitimate authority over where and how he or she takes rebirth and how that reincarnation is to be recognized."
What's more, he seemingly declared that "if it is decided that the reincarnation of the Dalai Lama should continue and there is a need for the Fifteenth Dalai Lama to be recognized, responsibility for doing so will primarily rest on the concerned officers of the Dalai Lama's Gaden Phodrang Trust." But at the same time, he said "I shall leave clear written instructions about this." It was so clear that he wants to control the reincarnation and be law onto himself.
Thirdly, the Dalai Lama publicly insults and denies the religious systems and historical customs of the reincarnation of Living Buddhist.The traditional method of recognizing the reincarnation is duly in compliance with the basic teachings of Buddha. When recognizing the reincarnation, the Golden Urn is used in front of the Buddha, thus to respect the judgement of the Buddha, it is the most solemn and detached way. The Golden Urn system has validity in religion and is well accepted.
The Dalai Lama publicly slanders this system by saying that "this system was imposed by the Manchus, but Tibetans had no faith in it because it lacked any spiritual quality." But he has to admit that "however, if it were to be used honestly, it seems that we could consider it as similar to the manner of divination employing the dough-ball method (zen tak)." What's more, "the ritual to be followed was written by the Eighth Dalai Lama Jampel Gyatso."
Since the Dalai Lama has emphasized at the beginning of his statement that "a series of unmistaken reincarnations has been recognized in the lineage of the Dalai Lama", by slandering the systems and customs of his predecessors, obviously he rebels against the orthodoxy and blasphemes the traditions of Tibetan Buddhism.
The Dalai Lama made an issue on how many Dalai Lama were recognized by the Golden Urn system. It is well known that since the use of the Golden Urn system, the Tenth Dalai Lama, the Eleventh Dalai Lama and the Twelfth Dalai Lama were all recognized by this system,
for the Ninth Dalai Lama, the Thirteenth Dalai Lama and the Fourteenth Dalai Lama who were not recognized through this system, it was under special circumstances, and this had also been reported to the central government for approval. The Dalai Lama distorts the facts by saying that "there has only been one occasion when a Dalai Lama was recognized by using this method."
Not to speak how many Dalai Lama were recognized by using the Golden Urn system, since the method exists, and "a series of unmistaken reincarnations has been recognized in the lineage of the Dalai Lama", how can you deny the venerability and impartiality of this system? China will continue to increase its investment in water conservation infrastructure construction and accelerate its pace of building water conservation projects, a senior official said Wednesday.
China had invested nearly 260 billion yuan (40.63 billion U.S. dollars) in water conservation infrastructure construction by the end of September, with the central government's investment reaching 113.9 billion yuan, Jiao Yong, vice minister of water resources, said at a press conference.
The investment has been used to improve the availability of safe drinking water for 63.5 million rural residents, teachers and students, reinforce 6,595 dangerous reservoirs, harness 800 rivers and build early warning systems for flooding in 1,100 counties, Jiao said.
Despite severe flooding this year, the country reported no breaches of major rivers and tributaries and no bursts in mid- to large-sized reservoirs, Jiao said.
China aims to harness more than 5,000 rivers over the next five years, reinforce 5,400 reservoirs and speed up the construction of early warning systems for flooding and storm tides.
The country will also work to ensure safe drinking water for residents, renovate key irrigation facilities, prevent and control land soil erosion, and restore the ecosystems of some environmentally-deteriorated regions over the next five years, Jiao said.
Efforts will be intensified to promote water conservation as well as the sustainable use of the precious resource, he said.
The government has been paying increasing attention to water conservation, as flooding and drought in recent years have exposed its weaknesses in the field.
The country said in this year's No. 1 document that up to 10 percent of local land transaction fees should go to farmland irrigation projects.
China also aims to double its average annual spending on water conservation to reach 4 trillion yuan over the next decade.
When asked how the government will spend the massive investment, Zhou Xuewen, chief planner of the Ministry of Water Resources, said that 20 percent will be used for the construction of farmland irrigation projects.
"Thirty-eight percent will be spent on flood control and disaster reduction programs, 35 percent will be invested in water-supply projects and the rest of the money will be used for water and soil conservation projects as well as ecological construction," he said, adding that the country welcomes foreign investment in all the projects.
When asked whether the country can provide sufficient water supplies for its people and economic development, Jiao said that the country's usable water resources total 814 billion cubic meters, and its current water supply stands at 600 billion cubic meters, leaving the country with over 200 billion cubic meters in potential water resources.
However, Jiao called for the sustainable use of water due to the uneven distribution of water resources and the country's increasing demand caused by the acceleration of urbanization and industrialization.
When asked if the government plans to divert water from the Brahmaputra River to ease its water shortages, Jiao said the country has no such plans,considering technical difficulties, environmental impacts and state relations.
The river is a transnational river which originates in southwestern Tibet Autonomous Region. Every year, 166.1 billion cubic meters of water from the river flow into other countries.
Jiao added that the Three Gorges Dam has played a crucial role in preventing flooding, shipping and power generation.

China declared to the world prior to the Copenhagen talks that it would boost its energy efficiency by 40 percent before 2020. China has adopted a series of strong measures, made enormous efforts and paid a heavy price at home to meet the target.

China had only a small amount of carbon dioxide emissions before its reform and opening-up, and some of its emissions have increased since. Despite the increased emissions, China's per capita emissions are only one-fifth as much as those of the United States. Western countries pressured China during the summit in Copenhagen, forced China to assume obligation and unreasonably criticized China, which was absolutely groundless.

Although China made the greatest contributions to emissions reduction, it has become the most criticized country. Dialectically speaking, the climate change conference in Copenhagen also implies higher expectations held by the outside world on China as well as China's increased influence.

I am afraid that a country has different views when in different stages of development. However, we are all in favor of developing toward a fair and reasonable direction because the situation now is not very fair and reasonable.
China has been very exemplary in complying with international rules for a long time, though many rules are unfair to developing countries. International rules are formulated by strong powers rather than the weak.

History has also proven this. The Charter of the United Nations was also written by the victors and not the defeated nations. Of course, they certainly considered the interests and needs of defeated nations. China should and can participate in the formulation of the international rules more actively.
