This is called a Bellmouth or Morning Glory spillway. This type of spillway is usually used as an overflow weir. I know this because I happen to be a commercial diver. I personally haven't dove on one. My boss has though, he said it was wild. It's uncommon to see them without a gate or siphon to protect the lip from being damaged or from logs and crap getting down into it. That must be what that rail upstream is for. Very cool video though.
