Yep, just look up the other 'Meet the' videos in other languages, German, Russian, Spanish, French, you'll find the mouth movements match. Not sure why, must be some advancement in facial animation.
It's actually been in existence for quite some time. Practically ALL lip syncing programs just listen to what the characters are saying and do the proper movements. Since they can know what mouth position one has to make to make a specific sound... String them together... Bam.
Of course, Valve do pay more attention to this and probably did this the hard way.

If it was all done in source. Think about it, its not that hard, games like audiosurf come up with entire levels based on a quick analysis of a wav file.
@KhmerDubbed Valve has technology that allows them to lip synch pretty much anything. This means that the english version and all the others have different lip synchs no matter what language they use.
