Coal has become less competitive as a fuel due to emissions trading. corps have to be pushed to control emissions. they will not do it on their own. as citizens we will benefit by cleaner air and less HUGE corporations like DOW Chemicals and MONSANTO. smaller companies will produce up to their cap. this will promote competition by punishing the BIG GUY, NOT THE TAX PAYER
