Listening to this song before work is pleasantly depressing. When it came out with Pete & Pete my life was chaotic yet utterly simple -- now I'm an "adult" and things will never be like that again.
I think the song has more meaning if you just interpret the lyrics as you think they sound. There's something about the subtleness of 'Hey Sandy, does your dog bite?'. Like its describing someone meeting a new friend who they'll waste the summer away with. Maybe the point of the song is to sound vague.

Polaris started out as the band "Miracle Legion" in the 80s. They were brought on to do the show theme, but because of Miracle Legion's bad experiences with record labels, "Mr. Ray", their guitarist, refused to do it, so Mark Mulcahy decided to do it with the remainder of the band and ended up creating the band Polaris, which is a "TV Band" (it only existed for this one TV show). They have an album which includes all the songs for the show (13 of them, I believe). Mark Mulcahy is now a solo act.
This song is so amazing, reminds me of the pleasant days in the 90's playing with friends on the weekends and watching Nickolodiean, thanks for posting. :)
