to make a line parallel to another line in y=mx+b form you simply change the y intercept or b, for example y=4x+6 a parallel equation to that would be y=4x+5, all i did was just changed the y intercept (b)

no because it would not be simplified, to put that in point slope form. you would need to isolate the y so you would subtract the 5x to get-

4y=-5x+7

next you would divide each side of the equation by 4 to further isolate the y. so you would end up with-

y=-5/4x+7/4

and then change the y intercept to a mixed number but leave the slope alone, leaving you with-

y= -5/4x + 1 3/4

i think (y-y)=m(x-x) is complicated and its better to use

y=m(x-p)+q where p and q are the coordinates of the point ,which in this case are (3,-1) but this will give the answer in slope y - intercept form!!
