The people involved in that argument would have to be pretty darn stubborn. It'd only be the "Genesis is HISTORY" camp and the "There is NO GOD" camp that'd bother arguing over this. It essentially implies either regular evolution or "Intelligent Design" (evolution with god planning it). So yeah, it probably will spark some controversy, but not much.

Its a monolith. You can place one on a planet with less intelligent creatures and it speed up there intelligents.  When you come back, they may worship you.

You place it on a planet and after a while it will make a certain animal on that planet more intelligent over a period of time, then when they're smart they'll be nice to you for helping them. :)
