Cops, of all people, should understand that if you shine a bright light at someone while you're in shadow, that person can't see you. They teach that sort of thing in police academies. Furthermore, they should understand that putting a hand up to block bright light is an unconsious reponse and should never be taken as an agressive move. The cops did something stupid and compounded it with an unjustified shooting. In civilian world, we call that negligence at the very least.

Well, this is Monday-morning quarterbacking and therefore very subjective, but I really like to think I wouldn't have drawn a weapon and fired unless I saw a weapon such as a knife or a gun or unless the suspect was lunging at me. It's harder to tell in the dark, I know, but they had a flashlight shined on him, and they have an obligation to use some discretion about lethal force. You may not like pot-smoking lefty-types, but someone like that is extremely unlikely to violently resist arrest.
