Nah, its not that. Many cars use them during pre-season testing, not just this year but years before. I believe its a monitoring device, though of what I dont know. A huge great thing sticking out the top like that would never help the car, though it doesn't do much harm. An aerodyamicist would know this, so definitly not a part that they thought would help, a.k.a. an aero device! ;)
