The Church or the Priest has never ever forgave sins. A priest cannot forgive sins. Only Jesus. A Priest is the persona of Christ which forgives sins. In John 20:23, he gave the power of absolution to the apostles, and through apostolic succession, the sins we confess to an ordained priest, are forgiven. The ones not confessed, not forgiven.
