I am a retired firefighter and a taxpayer in this city. I first of all don't take too kindly to anyone parking on a hydrant, or standing on a hydrant as a retired firefighter, especially a parking agent. Secondly as a city taxpayer I don't want a parking agent spending his time illegally parking or standing a city vehicle on city time while trying to get some woman's phone number, do that in his own time. Lastly while approached by a taxpayer don't get all bitchy about it.
Knucklehead, he is a traffic agent charged with ticketing people parked illegally. He is not charged with illegally blocking a hydrant while trying to get a womans phone number (also parked illegally) while on city time.

Off the top of my head, how about city officials using city vehicles for personal use? The length of their day. Follow them doing personal errands unrelated to city business. I'll get back to you with more ideas..
