Where is the excel file?

We can calculate the selected Grant Candidate by maximize the Average Score, for example and add the constrains: Ave Score, Relevance and Cumulative total

This can be solve with excel by adding to every grand candidate a binary variable ( 0,1) as the decision variable ( 1 - choose the grand candidate.)

the solution will be which line to choose ( Choose all the Grant Candidates with decision variable equal 1 )

This will be an IP programming using SOLVER
