Actually, you can download Jirachi from Pokemon Channel. Not just from hacking or Nintendo Events. I think that it's only the European and Australian versions of the game, though.

I acually got it without the cheat. When the pokemon battle game for the gamecube came out with a demo there was a thing where you could unlock it via the gamecube gba cord and the next pokemon in the grass was Jirachi. From what I know thats the only way without cheating.
