You only need to use your brain. All the nuclear testing is all you need to know about how little they give a fuck about the world. They test them in the sky, under the ocean, deep under solid ground and even in space. What makes you think they would never piss about with something as dangerous as this? Tesla build a prototype before world war I, Nazi Germany tested a prototype, the USSR experimented with the leftovers of Tesla and Germany and created small earthquakes on the 70's. The US' HARRP is obsolete! Read "How to Build a Flying Saucer: And Other Proposals in Speculative Engineerings" is from the 80's and it addresses this issue.
