Well, it's basically something you need to take into consideration when creating your curve profile. Below is what I used for this track:

The crash barrier is at the far end, followed by the grass/gravel traps, followed by the rumble strips; with the road in the centre. Once your track is in mesh form, it is as simple as extruding the barrier/fence loop upwards.
Unfortunately I never took the extra divides into consideration for the tutorial =\

theres allot of tuts but you can probably make one easily by subdividing a plane model the sword, and press e to extrude.

I don't know why, but I find learning Maya to be much easier. It seems like you get better results with less shit to put up with unlike Blender.
