Grounding to motor block isnt bad idea and still pull landyard before turning motor over with fogging oil in plugs obviously plugs are removed while turning over. There is fire danger so be careful do outside garage have fire extinguisher handy. Oil mists pretty good with out plugs. Never remove positive terminal or neg while motor is running little tech tip.
Before ethanol yes you would fill take all way up and add stabil. Today they recommend only using what you need with ethanol. Fogging is easy just dont lose your straw in motor lol hold with left hand bottle with right. You dont need to stop the motor just spray away, stop. Spray little in through spark plugs but I repeat warning dont turn the motor over without pulling the landyard so cdi packs dont fire. One reason it fry's electronics not having them grounded another option
my last comment was for storing a boat, jetski or motorcycle over the winter months not for years, if i was storing for more than a riding season id fog the motor then drain all the fuel..
best way is to let ur fuel run low if possible, then add eniough stabilizer to treat the whole tank, run it a bit to allow the treated fuel into the carbs, then fill it right to the topwith fuel.. ive never had any trouble with this method, only trouble ive ever had storing any gas engines is when ive drained them of fuel.
@saintEmory if you are just storing over the winter then treat the fuel with stabilizer and run motor long enough to get the treated fuel thru the system then fill it right to the top with fuel..

Video describes importance of fogging but doesn't show how.

Spraying fogging oil into the air intake chokes the engine and it will eventually stall. But then wouldn't some fuel be left in the carburetor?
What I like to do is let the engine run until it runs out of fuel so no remain of fuel is in the engine.

What about the fuel tank, do you leave fuel through out the winter months??

You want to fill it up all the way and put fuel stabilizer in it.
