As silly as it seems, if you actually think about it, he looks at the slice of cake on the plate, and looks at the whole cake. And he eats the whole cake, meaning he wants the whole thing. A sign of greed, it sounds stupid when you think a whole cake resembles greed, but that's what it's about.

The video is a metaphore of greed (oil basically). The US doesn't care for the people who are wanting help and attention (the people clapping) and want everything for them selves, hence the guy eating the whole cake to him self. Even though the right thing would be easier, the US takes the hard way around it all (the piece of cake on a plate reprenting the simple solution).
